At the moment, this forum will not use any restrictions. That means that Barcgal is usable as a starting vanguard, that you can run more that 2 Dragonic Descendants in a deck and that you can use Silvest.
This might change in the future, however only tournaments would be affected by restrictions if it did change, club fights would still be unrestricted.
